Meeting of the City Council was held at 7:00 o’clock P.M. Present,-Councillors Scatamacchia, Ryan, Macek, Daly O’Brien, Hall, McGonagle, Donahue and Quimby. Absent,-President Hart Records of the last meeting were approved. Councillor Macek was appointed to read the records for the present week. _______________________ Notice was received from Mayor Fiorentini of a Public Shade
Tree Hearing held by the Haverhill Tree Warden, Michael Stankovich,
to be held Monday, February 25th, 7:00 P.M., Room 301, City Hall. Notice was received from Mayor Fiorentini of a Public
Hearing for the Haverhill Cable TV Advisory Committee, Wednesday,
March 5th, 6:30 P.M. in the City Council Chamber. On motion of Councillor Hall to suspend the rules
to allow the School Superintendent to discuss
repairs at Tilton School, the yeas and nays
were as follows: Application was received for a 2008 Drainlayer license
from David Deloury. Petition was received from Attorney Michael Migliori on
behalf of Emmaus Inc, requesting Adjustment to Water/Wastewater
Connection Fees for the Murray Court Elderly Housing Project; on
Welcome and How sts. Councillor McGonagle introduced Document 34-B To Wit: ORDERED: That Mayor is authorized to waive certain water connection, water, engineering and storm drain fees required by Code for Emmaus Inc Murray Court Elderly Housing Project, Welcome and How sts On motion of Councillor Daly O’Brien to amend as follows:“That the amount of fees to be waived not be in excess of $33,800.00 as noted in the memo from Robert Ward dated February 7, 2008, the yeas and nays were as follows: Yeas 8, Absent 1, and MOTION PASSED and PASSED AS AMENDED 34-B Petition was received from Stephen Defeo requesting a
Hearing to accept Parker Lane as a public way. COMMUNICATIONS Communication was received from Councillor Ryan requesting
a discussion regarding School Building Authority awarding of an
additional $5.4 million to finish needed renovations at On motion of Councillor Ryan to request from Mayor
Fiorentini a bond order that will come to City Council
to include recommendations to the School Building
Authority award of an additional $5.4 million and to
revise the appropriation to $32,920,000. Also to
cc School Committee, School Building Committee,
and Representative Brian Dempsey and Senator Baddour,
the yeas and nays were as follows: Communication was received from Councillor Macek
requesting to discuss downtown parking and snow removal. On motion of Councillor Donahue to suspend the rules
to allow a discussion regarding the bus station,
the yeas and nays were as follows: HEARINGS Hearing was held on Document 23, a petition from
Verizon NE & MA Electric Co for a joint pole location on
Davis st (plan 682).With Robert Grassia appearing in favor
and no one in opposition the hearing was closed. Councillor Daly O’Brien introduced Document 23-B An Order Granting: Permission to Verizon NE & MA Electric Co for a joint pole
location for Davis st (plan 682). Hearing was held on document 24, a petition from
Verizon NE & MA Electric Co for a joint pole location on
Hendrick st (plan 683). With Robert Grassia appearing in favor
and no one in opposition, the hearing was closed. Councillor Macek introduced Document 24-B An Order Granting: Permission to Verizon NE & MA Electric Co for a joint pole
location on Hendrick st (plan 683). UNFINISHED BUSINESS Document 17, a Home Rule Petition – An Act Authorizing the
City of Haverhill to employ retired police officers
