April 8, 2008 Present,-President Hart, Councillors Scatamacchia, Ryan, Macek, Daly O’Brien, Hall, McGonagle, Donahue and Quimby Records of the last meeting were approved. Councillor Ryan was appointed to read the records for the present week. _____________________ Communication was received from Mayor Fiorentini requesting to address Council regarding the Central Business District Parking Plan Report Summary submitted by the Central District Parking Commission. On motion of Councillor Hall that Phase I should include
Merrimack st to Emerson st to Bailey blvd, the yeas and nays
were as follows: On motion of Councillor Daly O’Brien that the Parking
Commission should report to the City Council on a On motion of Councillor Hall to approve the concept of
Phase I as amended, the yeas and nays were as follows: PETITIONS Application was received from Tina Pantelis for a
license to Buy and Sell Old Gold at 101 Merrimack st, Application was received for a benefit Block Party
from Peter McLaughlin at 4 Apple st, August 2nd for the Abatement report from the Board of Assessors for the
month of March. COMMUNICATIONS Communication was received from Councillor Macek requesting
a discussion regarding Ordinances relative to the safe keeping
of dogs and to introduce John Melele Sr to address the
Council regarding this matter. Communication was received from Councillor Macek
submitting Minutes of the Natural Resources & Buildings On motion of Councillor Macek to accept the Minutes and
follow up with the recommendations of the Councillors On motion of Councillor Macek to approve the recommendations
regarding #’s 2 & 3, the yeas and nays were as follows: Document 31ORDERED: That the specified list of city-owned land be
declared surplus. On motion of Councillor Macek that the document be
amended by deleting property numbers 1,2,4,11,12,14, Document 31-B ORDERED: That property at 0 Lakeshore rd Boxford ma be declared surplus and Town of Boxford has offer of 1st refusal and if Town does not exercise this right Mayor is authorized to issue RFP for said property for not less than $750,000 On motion of Councillor Hall to surplus the land
