September 2, 2008 Meeting of the City Council was held at 7:00 o’clock P.M. Present,-President Hart, Councillors Scatamacchia, Ryan, Macek, Daly O’Brien, Hall, McGonagle, Donahue and Quimby. Records of the last meeting were approved. Councillor Ryan was appointed to read the records for the present week. Application was received for a 2008 Drainlayer
license from Gilbert Gaudet. Application was received from Zachary Simmons to close Verndale street for a Block Party on September 6, 2008. GRANTED Yeas 9, Nays 0 53-C Petition was received from the Haverhill Downtown Association announcing the 5th Annual Italian Festival on Sunday, September 28,
2008 and also asking for approval for several related requests. COMMUNICATIONS Communication was received from Councillor Daly O’Brien requesting
a discussion regarding the Rules and Regulations of the City Council.
On the motion by Councillor Daly O'Brien to amend the
Rules and Regulations of the City Council as follows: Communication was received from Councillor Quimby requesting
a discussion regarding speeding traffic on Forest st. Communication was received from Councillor Hall requesting
a discussion regarding public sidewalks in the Howard st area. PLACED ON FILE AND REFERRED to MAYOR 104-J Communication was received from Councillor Macek requesting
to discuss safety concern regarding traffic coming from I-495 ramp
toward Ward Hill. Petition was received to accept Allison Circle and Julianna
Drive as Public Ways from James Lyons/Dennysville-Lyons Realty Trust. REFERRED TO PLANNING BOARD and Petition was received to Change Street Names - Barker Street
Extension to South Lakeside Avenue and a portion of Essex Avenue to
Shady Way from the City of Haverhill. Petition was received to Change Street Name – Bank Road to DeLuca
Drive from the City of Haverhill. NEW BUSINESS City Clerk Toomey introduced Document 26-Y To Wit: ORDERED: That the sum of $114,800 be transferred to the Police
Salary Budget for the purpose of funding the recently approved
Union contract from the following accounts: $20,100 from Employee
Benefits, Health Insurance; $94,700 from Stabilization Fund Councillor Daly O'Brien introduced Document 21-P To Wit:
