Meeting of the City Council was held at 7:00 o’clock P.M.

Present,-President Hart, Councillors Scatamacchia, Ryan, Macek, Daly O’Brien, Hall, McGonagle, Donahue and Quimby.

Records of the last meeting were approved.

Councillor Ryan was appointed to read the records for the present week.

Notice was received from Mayor Fiorentini of the Appointment of Alice Winters to the CENTRAL BUSINESS DISTRICT PARKING COMMISSION to expire August 26, 2011.

COMMUNICATIONS

Communication was received from Councillor Daly O’Brien requesting a discussion regarding the Rules and Regulations of the City Council. On the motion by Councillor Daly O'Brien to amend the Rules and Regulations of the City Council as follows:
1) Amend Rule 11 by: a) Deleting the triple asterisk (***) before the words Suspend Rules; b) Deleting the words "Unanimous 9 votes" after the words, Suspend Rules; c) Insert the words "2/3 6 votes" after the words Suspend Rules, d) Delete in its entirety the triple asterisk (***) and words"Unless fewer present" on the last line. 2) Amend Rule 31 by deleting the word "Unanimous" in paragraphs one and three and inserting in its place the words "two-thirds". The yeas and nays were as follows:
