September 9, 2008 Meeting of the City Council was held at 7:00 o’clock P.M. Present,-President Hart, Councillors Scatamacchia, Ryan, Macek, Daly O’Brien, Hall, McGonagle, Donahue and Quimby. Records of the last meeting were approved. Councillor Hall was appointed to read the records for the present week. Communication was received from Mayor Fiorentini with a presentation
by the MVRTA regarding the Haverhill Intermodal Parking Facility. Councillor David Hall introduced Document 38-H To Wit:
ORDERED: That the Mayor be and is hereby authorized to enter
into and execute “PURCHASE & SALE AGREEMENT” on behalf of
the City of Haverhill with the Merrimack Valley Regional
Transit Authority for the purpose of transfering legal title
to a site on Granite Street known as the "Ted for Tires" lot
(as described in said Agreement) for the development and
construction of an intermodal parking facility.

permission to hang banner at intersection of Salem & South Main st – September 22nd through October 6th for Grecian Festival to be held
October 3- 5, 2008. On motion of Councillor McGonagle to suspend the rules for a one
day liquor license at Winnekenni Castle to benefit Make A Wish
Foundation, the yeas and nays were as follows: On motion of Councillor Hall to approve a one day liquor
License to Butlers & Bars for a Pig Roast at Winnekenni Castle on
September 14, 2008. Communication was received from Councillor Hall requesting to introduce Police Chief Alan DeNaro to a give review of the crime statistics. PLACED ON FILE 104-M Communication was received from Councillor Daly O’Brien requesting
a discussion regarding night activity at Winnekenni Park when park is
closed or when a function is not being held, as a public safety concern. Communication was received from Councillor Donahue requesting a discussion regarding the parking garage downtown. PLACED ON FILE 104-O Communication was received from Councillor Donahue requesting
a discussion about the City Council Rules & Regulations. PLACED ON FILE 16-D Communication was received from Councillor McGonagle requesting to discuss signage for parking on Merrimack st. PLACED ON FILE and LETTER TO POLICE CHIEF 104-Q UNFINISHED BUSINESS Document 100 Petition was received from Attorney Herb Phillips representing Crystal Springs Golf Course notifying City of offer of first refusal under Chapter 61B to buy agricultural land at 890 No Broadway. 100 Petition was received from Attorney Herb Phillip submitting
Amended Notice of Intent to sell 137 acres – Crystal Springs Golf Course,

An Ordinance Relating to Vehicles and Traffic NEW BUSINESS City Clerk Toomey introduced Document 31-H To Wit: ORDERED: That the real property located on Eudora st, being

containing approximately 5,567 square feet or 0.128 acres
+/-, as shown on a map which is attched hereto and
incorporated herein, is herby declared surplus.
