Meeting of the City Council was held at 7:00 o’clock P.M. Present,-President Hart, Councillors Scatamacchia, Ryan,
Macek, Daly O’Brien, Hall, McGonagle, Donahue and Quimby. Councillor McGonagle was appointed to read the records for the
present week. Notice was received from Mayor Fiorentini of the appointment Of Gerald A Sewell to the HAVERHILL LICENSE COMMISSION. Term to expire January 1, 2010. CONFIRMED Yeas 9, Nays 0 114-J Application was received for a license to Buy & Sell Second Hand Clothing from Bethany Tavernakis at 21 Wingate st. GRANTED Yeas 9, Nays 0 82-M Applications were received for the following licenses:
GRANTED Yeas 9, Absent 0 An Ordinance Relating to Municipal Composting Program, PREAMBLE: Whereas, a special emergency involving the health and/or safety of the people and/or their property exists within the City of Haverhill as a result of an ice storm which occurred on December 11-12, 2008; and,
Whereas, said ice storm caused widespread downing and destruction of trees, the prompt removal and disposal of which is necessary to restore good order and to insure the health and safety of the citizens of Haverhill; PASSED Yeas 9, Nays 0 and The Code of the City of Haverhill, Ch 131, as amended, is hereby further amended by adding the following: Sec. 131-2 Fees. "Any and all fees required by this section for the disposal of tree debris by individual residents and/or senior residents shall hereby be waived until January 15, 2009". to recognize Police Officer Hardy. Communication was received from Councillor Hall requesting

ORDERED: That the City of Haverhill, pursuant to the provisions
of M.G.L.c59,s5,cl. Forty-first A, hereby adopts a higher
maximum qualifying gross receipts amount for the purposes of determining the qualifications of a person sixty-five years of
age or over for a real estate tax deferral and recovery
agreement of $30,000.00. (see document for complete text) On motion of Councillor Hall to suspend the rules to introduce a Home Rule Petition for Christopher Burrill to take the civil service exam for firefighter, the yeas and nays were as follows: MOTION PASSED Yeas 9, Nays 0 17-D ORDERED: That the following Home Rule Petition be Adopted by the City Council and forwarded to the General Court: An Act Authorizing Christopher Burrill to take the Civil Service Examination for the Position of Firefighter in the City of Haverhill Notwithstanding the Maximum Age Requirement.
