April 14, 2009 Meeting of the City Council was held at 7:00 o’clock P.M. Present,-President Hart, Councillors Scatamacchia, Ryan,
Macek, Hall, McGonagle, Donahue and Quimby. Councillor Quimby was appointed to read the records for the
present week. Notice was received from Mayor Fiorentini of the appointment of Mark Morse to the MAYOR’S TASK FORCE ON RENEWABLE ENGERY. Term to expire April 9, 2010. PLACED ON FILE 1-K PETITIONS Application was received for a Junk Dealer license from John Gouldsbrough for T & R Salvage – 99 Newark st. Application was received for a Special Permit from Attorney James Waldron for applicant Water Street Retail LLC (Lot 1) and Haverhill Retail LLC(Lot 2)principals – King Weinstein and Stephen Stapinski; requesting to develop property on Water st Assessor’s Map 402, Block 90, Lot 6 and Map 207, Block 2, Lot 2; made under provisions of WIPOD Ordinance proposed one-story building designed for retail commercial use. Petition was received from Haverhill Downtown Association announcing Laurie Chase Kidsfest, Sunday May 3rd, 11 am to 5 pm held from Washington sq to Columbus Park; and also requests several related items be approved. COMMUNICATIONS Communication was received from Councillor Quimby requesting to introduce Vicki Kennedy from Bradford Christian Academy. Communication was received from Councillor Macek requesting to
discuss establishment of a Forestry Management Program for the City. On motion of Councillor Macek to establish a Committee to advance Forestry Management Program on all appropriate city land. The yeas and nays were as follows: Yeas 8, Nays 0, Absent 1, and MOTION PASSED and LETTER TO MAYOR 42-G HEARING Hearing was held on Document 17, Application from Louis & Gail Duquette requesting City accept Duquette dr as a Public Way. With Mr. Duquette in favor and no one in opposition, the hearing was closed. A favorable recommendation was received from the Planning Board and Planning Director. HEARING CLOSED 17 Document 17-B ORDERED: That the following street described herein be accepted as a Public Way: Duquette Drive (see document for complete text) GRANTED Yeas 8, Nays 0 Absent 1 17-B UNFINISHED BUSINESS Application was received for Tag Days from River Bandits Baseball“Cooperstown” on June 16, 17 & 18. GRANTED Yeas 8, Nays 0 Absent 1 44 MUNICIPAL ORDINANCE CHAPTER An Ordinance relating to Central Business District Parking Commission; Amend s11-74 under “Implementation”. (see document for complete text) On Motion of Councillor Hall that the document be amended by changing the number "$85" to "$75" and by changing the number "$110" to "$100". The yeas and nays were as follows:
