June 2, 2009 Meeting of the City Council was held at 7:00 o’clock P.M. Present,-President Hart, Councillors Scatamacchia, Ryan, Macek, Hall, McGonagle, Donahue and Quimby. Councillor Donahue was appointed to read the records for the present week. Applications were received for Licenses Renewals from:
GRANTED Yeas 8, Absent 1 Petition was received from Vincent Ouellette Human Services Director requesting permission to hang banner June 9ththru July 6th at South Main st announcing July 4th Celebration with fireworks Friday July 3rd at 10:00 PM andalso requests waiver of all fees associated with hanging of banner for this City event. GRANTED Yeas 8, Absent 1 36-C Notice was received from Attorney Kathleen Reagan for client Susan Gilmartin of Intent to Sell land under MGL Chapter 61A Agricultural Land at 323 East Broadway and offering City Right of First Refusal. On motion of Councillor Macek to waive the City's right of first refusal to allow the transaction to take place in a timely manner. PASSED Yeas 8, Absent 1 66 Communication was received from Councillor Daly O’Brien requesting to have Economic Development Director William Pillsbury give update on WIPOD Ordinance. PLACED ON FILE 42-X On motion of Councillor Macek to suspend the rules to introduce a resolution to authorize the Mayor to submit CDBG-R application for Stimulus Funding. SUSPENSION PASSED Yeas 8, Absent 1 On motion of Councillor Macek to authorize the Mayor to submit CDBG-R application a.k.a. Stimulus Funding Resolution. HEARINGS Hearing was held on Document 61, a Petition from Verizon New England & MA Electric Co for Joint Pole location on Lovejoy st. With Kathy Frazier appearing in favor and William Copeland in opposition, the hearing was closed. 61 Hearing was held on Document 55, petition from Devon Manis requesting Special Permit for Used Car license at 117 Winter st, for 23 proposed vehicles. With Attorney Tyler Pentoleras and Devon Manis in favor and no one in opposition, the hearing was closed. On motion of Councillor Macek to postpone to June 9, 2009 the Yeas and Nays were as follows: Document 35-F MUNICIPAL ORDINANCE CHAPTER An Ordinance Relating to Parking, 6 Porter st Add Handicap Parking PASSED Yeas 8, Absent 1 35-F City Clerk Toomey introduced Document 10-K To Wit: ORDERED: That the sum of $26,970 be transferred from Whittier Regional Vocational Tech Expense to Law Expense-Consultant Services and Law Expense-Insurance Deductible.
