November 17, 2009 Meeting of the City Council was held at 7:00 o’clock P.M. Present,-President Hart, Councillors Scatamacchia, Ryan,
Macek, Daly O’Brien, Hall, McGonagle, Donahue and Quimby. Councillor Donahue was appointed to read the records for the
present week. PETITIONS Notice of Filing and Public Hearing was received from the
Department of Public Utilities regarding petition of Massachusetts and Nantucket Electric Companies d/b/a National Grid, for approval of its
Three-year Efficiency Plan for 2010 through 2012; with hearing being
held November 30 2009 Revised Notice of Filing and Public Hearing was received from the Department of Public Utilities regarding petition of Essex Colonial,
and Boston Gas Companies each d/b/a National Grid, for approval by
Department of Public Utilities of its Three-year Energy Efficiency Plan
for 2020 through 2012; with hearing being held November 30 2009. Petition was received from June M Childs requesting to purchase
Cityproperty on Dustin av Assessor’s Map 524, Block 327, Lot 14. COMMUNICATIONS Communication was received from Councillor Macek requesting to
discuss Comcast’s digital conversion and the current status of
Verizon’sFIOS with the City. HEARINGS Hearing was held on Document 110, a communication from the
Board of Assessors for Tax Classification for FY 2010. Speaking to
the issue were Stephen Gullo and James Jajuga. UNFINISHED BUSINESS Communication from Councillor Daly O’Brien requesting to introduce
Ron Beauregard of Healthy Communities Tobacco Control Program to discuss Petition from Fred Habeeb requesting Valet Parking for Georges Restaurant at 77 Washington st. On motion of Councillor Ryan to suspend the rules to introduce a
Hawker/peddler application from Gerald Cannon to operate on Nov. 25 and Dec. 31 2009 in alley next to 64 Washington St. NEW BUSINESS Assistant City Clerk Barber introduced Document 110-C To Wit: ORDERED: That the City shall adopt a commercial exemption. Assistant City Clerk Barber introduced Document 110-D To Wit: ORDERED: That the City shall adopt a residential exemption. Assistant City Clerk Barber introduced Document 110-E To Wit:ORDERED: That the City shall select an open space discount factor. Assistant City Clerk Barber introduced Document 110-G To Wit: ORDERED: That the City Council accept 100% of C.P.I. (Consumer Price Index)increase reported by the State for F.Y. 2010 Exemptions. The 2010 C.P.I.amount is 3.5%. Assistant City Clerk Barber introduced Document 37-F To Wit: Election Warrant forSpecial State Primary, Tuesday, December 8, 2009 for office of Senator in Congress.
