December 1, 2009 Meeting of the City Council was held at 7:00 o’clock P.M. Present,-President Hart, Councillors Scatamacchia, Macek,
Daly O’Brien, Hall, McGonagle, Donahue and Quimby. Records of the last meeting were approved. Councillor Quimby was appointed to read the records for the
present week. Communication was received from Mayor Fiorentini requesting
Robert Ward from Water/Wastewater Divisionand William Cox City Solicitor,
be allowed to address Council regarding extending City water lines on
Western av. On motion of Councillor Daly O'Brien to suspend the rules to discuss a water assessment ordinance. PETITIONS Applications were received for the following :
GRANTED Yeas 8, Nays 0, Absent 1 Application was received for Special license to sell alcoholic beverages from Grace Marcoux/Winnekenni Foundation December 10th,
7pm – 10pm at Winnekenni Castle. Petition was received from National Grid for a pole location at Winter St. Petition was received from John Morin/Neve-Morin Group on behalf
of Livingstone Development Corp requesting City accept Karen Way as a
public way. COMMUNICATIONS Communication was received from Councillor Scatamacchia requesting
a discussion regarding establishing a student drop off zone on North Avenue for Walnut Square School. Communication was received from Councillor Hall requesting a street light opposite 9 Maple av and one at 490 Liberty st on behalf of residents. On motion of Councillor Scatamacchia to suspend the rules to discuss budget items disallowed by the Department of Revenue. On motion of Councillor Daly O'Brien: ORDERED: That the city transfer $259,000 from Free Cash to be used as an other financing source in the general fund for FY10. On motion of Councillor Daly O'Brien: ORDERED: That the following FY10 budgets be amended by the amounts listed below. Total reductions $200,000. (see list for complete text) Hearing was held on Document 108, a petition from National Grid requesting Electric Conduit location on Moulton Way – Plan 6604506. With Steve Soucy appearing in favor, the Hearing was closed. ORDERED: Order granting conduit location on Moulton Way.

UNFINISHED BUSINESS Petition from Fred Habeeb requesting Valet Parking for Georges Restaurant at 77 Washington st. with related communication from Police Chief DeNaro. On motion of Councillor Daly O'Brien to amend the permit to change Hours to 6:00PM to 12:30AM. PASSED Yeas 8, Nays 0, Absent 1 and On motion of Councillor Hall to grant the permit as amended to include as part of the permit the recommendations as stated in letter from Police Chief DeNaro dated November 20, 2009. PASSED AS AMENDED Yeas 8, Nays 0, Absent 1 109 NEW BUSINESS City Clerk Toomey introduced Document 10-Y To Wit: ORDERED: That the sum of $40,500 be appropriated from Wastewater Storm Drainage Infrastructure Reserve and transfer to Wastewater budget Storm Drainage Infrastructure Expense. City Clerk Toomey introduced Document 16-J To Wit: MUNICIPAL ORDINANCE CHAPTER An Ordinance Relating to Parking, 127 Webster st Councillor Hall submitted the recommendations of the Traffic& Safety Committee Meeting held on November 13th.
