April 6, 2010 Present,-President Hart, Councillors Scatamacchia, Ryan, Young, Hall, LePage, Daly O’Brien, Amirian and Macek. Records of the last meeting were approved. Councillor Amirian was appointed to read the records for the
present week. Notice of Filing and Public Hearing was received from Department
of Public Utilities regarding petition of Gas Companies/National Grid
to Dept of Public Utilities for Review & Approval of its 2008 Energy Efficiency Annual Report on April 21st. Communication was received from William DeRosa the Superintendent of Whittier Regional Vocational Technical High School requesting City Council approval of the debt authorized by the School for a roof repair project. Councillor Young recused himself and left the Chambers. 45 ORDERED: That the City of Haverhill approve the debt authorized by the Whittier Regional Vocational Technical High School district on March 10, 2010 in the amount of $3,294,627. (see document for complete text) PASSED Yeas 8, Abstain 1 45-B Councillor Young returned to Chambers. Abatement report was received from the Board of Assessors for
the month of March 2010. COMMUNICATIONS Communication was received from Councillor Hall requesting a
discussion regarding posting a stop sign on South Crystal st (heading
North) at the intersection of Broadway. Communication was received from Councillor Hall requesting a
discussion about clarification of Ordinance for Crystal st stop sign at intersection of Broadway. Communication was received from Councillor Young requesting to
present citations to St Joseph’s School Girls Basketball Champions and Hunking Middle School Boys Basketball Champions. On motion of Councillor Hall to suspend the rules to introduce Bob DesMarais, President of Rebuilding Together, Gr. Haverhill. UNFINISHED BUSINESS ORDERED: That the real property at 551 Washington st, also known as the Bartlett School, located on Assessor's Map 510, Bl. 270, Lot 7A, containing approximately 1.330 acres and a building Formerly used as a school, being and is hereby declared surplus. An appraisal of the property shall be conducted and the Mayor is hereby authorized to issue a request for proposals for the sale of said real property. NEW BUSINESS City Clerk Toomey introduced Document 46 To Wit: ORDERED: That the Mayor being and is hereby authorized on behalf of the City of Haverhill to execute an easement to Massachusetts Electric Company relative to the installation, construction, reconstruction, repair, replacement, addition to, maintenance and operation of an overhead and underground system for the transmission of high and
low voltage electric current and for transmission of intelligence
