General Goals:

  • Expand the regional economic base through sustained economic development efforts.
  • Secure new businesses and industries for Haverhill with an emphasis on meaningful job creation and significant advancement of the commercial and industrial tax base.
  • Plan for the growth opportunities for the future in order to ensure the quality of life envisioned for the City of Haverhill.

The City of Haverhill's Economic Development and Planning Office will provide the framework, leadership and action plan for this effort. Our primary objectives will be the proper implementation of the master plan as it relates to land use policies and zoning bylaws, to support the work of industrial and economic development task forces and commissions and to strengthen efforts to bolster and promote tourism. This outline represents a basic blueprint to match differing challenges in economic development to various needs that can be met by applying resources available to the City of Haverhill.

Special attention will be given to the solicitation and coordination of Federal and State grants. The direction set by the Economic Development and Planning Office will be essential in cultivating intergovernmental and regional cooperation, providing technical assistance in
the areas of finance, development, capital planning, and transportation, creating new recreational opportunities, promoting our public schools and assisting new businesses through a streamlined permitting process.
