HAVERHILL PLANNING BOARD AGENDA3/10/10 PLANNING BOARD MEETING @ 7:00 P.M.
THERE WILL BE A PUBLIC MEETING of the Haverhill Planning Board on Wednesday evening March 10, 2010 AT 7:00 P.M. IN THE CITY COUNCIL CHAMBERS, CITY HALL, ROOM 202, to hear the following agenda items: 1. Islington Crossing Definitive Plan—The owner/applicant, North Ave Realty Trust/King Weinstein, requests planning board approval for a definitive plan to construct 27 units off Farrwood Drive, see Assessors Map 770, Block 779, Lot 74F in the RH Zone. Merrimack Engineering Services prepared the plans. (Continued from 8/12/09, 10/14/09, 12/9/09, and 2/10/10). 2. Riverdale Place Definitive Plan—The owner/developer, RFACO/Robert Ahern, requests that the planning board approve the construction of 7 lots off at the end of Riverdale Ave., Map 764, Block 1, Lot 4A. Merrimack Engineering prepared the plans. (Continued from 12/9/09, 2/10/10) PERFORMANCE GUARANTEES: 3. Fairway Oaks Definitive Escrow—The expiration date for performance is 3/13/10 and the expiration for funding is 10/4/10. The developer submitted a status report noting the requested length of time for project completion, which was forwarded to the city engineer for his review, comment and recommendation of any further extensions of time for the completion of all remaining work within the cited development. A properly executed extension agreement was also received with 9/13/10 as the extension date for performance and the surety to expire on 10/4/10. Said agreement will be before the planning board for its review and possible endorsement at the March meeting. 4. Carrington Estates (Bradford College) Escrow—The expiration date for performance is 4/19/10 and 5/19/10 for the funding. The developer is required to submit a status report considering that the performance date for completion of work expires on 4/19/10. Once the status report is received it will be forwarded to the city engineer for his review and comment. A status report is required to be submitted by 3/26/10 for the April meeting and a properly executed extension agreement is required for the 5/12/10 meeting. 5. Whittier Estates Definitive Escrow—The performance guarantee agreement is due to expire on 5/12/10 for performance and the bond is due to expire on 6/12/10. The developer is required to submit a status report by 4/23/10 noting all remaining work along with the dates of when it will be completed. Once received the status report will be forwarded to the city engineer for his review, comment and recommendation of any further extensions of time for the completion of all remaining work within the cited development and determine a new expiration date for project completion for this development. The developer is also required to submit an extension agreement approved as to form by the city solicitor and an extension for the surety for the 5/12/10 planning board meeting considering the bond will expire a few days after the 6/9/10 meeting. 6. Falcon Lane Definitive Escrow—The expiration for performance is 5/13/10 and 6/13/10 for the funding (Secured with passbook/statement account with City of Haverhill). The developer is required to submit a status report by 4/23/10 noting all remaining work and the dates of when he expects project completion. Once received the status report will be forwarded to the city engineer for his review, comment and recommendation of any further extensions of time for the completion of all remaining work within the cited development. The city engineer will determine a new expiration date for project completion or recommend bond attachment. If recommended by the city engineer the developer will be required to submit a properly executed extension agreement prior to the June 9, 2010 meeting. 7. FORM A PLANS (APPROVAL NOT REQUIRED) 8.
